user unable access sub menu view the filter navigator
customer service is the main menu , under that he is not able to access the cases menu

What or whom you refer here as user? Does the user has all required access like ITIL or related module access.

To see the case menu in the navigator a user must have :
sn_customerservice_agent or related role. Please check once and give the required role.
