We have customers wants to access our instance to raise incidents and Requests.

We have customers with 100+users, who need access on our instance to raise incidents and Requests, but we can't create public portal, can't create manual accounts as per our security policy. 

What is the best solution for this, please help me.

You can create customer account in ServiceNow and a dedicated Catalilog item and RP to raise Incident.
