What business rules auto-populate the Change Request's Actual work start and Actual work end?

What business rules auto-populate the Change Request's Actual work start and Actual work end?

For some reason the Actual work start and Actual work end values are not entered. .
When you manually create a Change request, the value is entered there, but when the Change request is created from the request item, the value is not entered there.
What is it controlled by?

Please check below 2 business rules on change table, related to actual start and actual end

Actual Start/End Date Validation=> This calculate duration if we have actual start and actual end value

Change Model: Set work start=> This set actual work start as per current date time

Thank you for the comment.

I checked 2 business rules.
However, 

Actual Start/End Date Validation=> My change request records don't have actual start and actual end value.(because the fields are empty.)

Change Model: Set work start=> My change request records is not used change model. (because the model fields are empty.)
Is there any business rule to relate the actual start and actual end??
