What causes "Closed/Resolved by Caller" entries by non-fulfillers in the Incident Activity Log?

Hello, 

Can anyone tell me what causes the following entry to the Activity Log of an Incident? This was brought to my attention by our Tier 1 team. To them it looks like the requestor is Resolving the ticket, which they should not be able to do as non-fulfillers. Any ideas?

There is a business rule that runs called "Caller Close" on the incident table that writes that message into the log.
