"Permanent Fix" is the solution or fix applied to completely solve the issue reported or problem raised. Once permanent fix is applied the issue should no longer be reproducible.The issue should not occur from any scenario or source
"workaround" refers to a temporary fix. This will be applied normally when we don't know the full details of root cause analysis but wanted to provide a solution which should somehow fix the issue reported. With workaround applied the issue can be reproducible if there is any other scenario which can create the same issue or problem

Workaround:
A workaround is essentially a temporary measure to reduce or eliminate the impact of an Incident or a Problem. It can be used to fix the issue the user is facing until a permanent solution can be implemented.
For instance, if a Windows 7 machine is running low on memory, and you disable startup programs as a temporary fix.
Permanent Solution:
A permanent solution is one that completely resolves the underlying Problem by eliminating its root cause. It prevents any more Incidents from being caused by the said Problem.
For instance, if you install additional RAM on the machine and that completely eliminates memory-related error messages.
