What is fulfiller role in Servicenow?

Reading the text in below screenshot, I want to know what is fuller role in Servicenow. If anyone can give some definition of all users listed below, that would be great.

Fulfiller is nothing but a user with some role who can work on records. OOB "itil" role is considered as A typical Fulfiller role. There is normally a licensing fee associated with this role and is always greater than approver roles
