WHEN SC_TASK(REQ) RECORDE CREATE , Request state is automated Approved

trigger : When creating a req record(sc_request),

when I submit the catalog item, the Request State value is automatically "Approved "

The Ask Fo rApproval process for the flow you created is no longer requested.

By default, the existing req workflow has been disabled .(service catalog worklow  inactive)

Thank you for your answer. There was a flow in flow desinger that wrote an assignment rule as oob. It works when I turn this off

could you please look flow execution debug this issue. 

or if possible send screenshot of the flow execution 'Ask for Approval' activity.
