Where can i find when existing standard change templates are not visible to some users when user selects system type ex: infrastructure while some can see them.

I would check the Categories and see if there is User Criteria set in the Available for, Not available for, related lists.

Hi @Rangasamy Suganya 

Please check for the 'available for' tab under related list of standard change Catalog and add your criteria there. You can restrict the template based on user or group.
