widget-ticket-attachments not allowing end users to add/read attachments

1.  I have added widget-ticket-attachments for end users to add attachments.

2.  End user (snc_internal user) not able to add/read attachments. 

3.  Added read/write ACLS in sys_attachment table and its not working. Could you please help

Above solution is not working.  Called widget-ticket-attachments in my custom widget.
