Additionnal comments changes not triggering the notification

When I add the additionnal comments the notification is not triggering. If I change for example the state or when I assigned to the notification is working.

Please check teh email logs once, is email is showing in logs or not.

It means wrong in notification only

1. Is it PDI?

2. Remove the additional comment condition and check is email trigger in logs?
