Hello,
When I add the additionnal comments the notification is not triggering. If I change for example the state or when I assigned to the notification is working.

I think it is expected behaviour, the reason begin, until the assigned to is not fill, how system will know, who is sending the email.

You have to check the following:
1. Who is the recipient?
2. Have they turned off that specific notification in their preferences?
3. Try a different recipient.
Notification will not get sent if there isn't a valid recipient. It will get sent even if the assigned to field is empty
