Anchor button is not adding in the HTML editor (Paris version)

I'm trying to add the Anchor button from the HTML editor but it wont appear. I'm in the Paris version (personal instance). I added anchor in the glide.ui.html.editor.v4.toolbar.valid.buttons and glide.ui.html.editor.v4.toolbar.line1 but still not showing. Please help. Thank you!

I was able to add the anchor button to the toolbar using the attributes in the dictionary for the article body field:

In the article body:

I suspect you need to add it here because the dictionary level attributes are overriding the system property.
