Preview Article with Blocks: If ACLs were applied to this Article, the ACLs will override the permis

I have KB Blocks working on other Knowledge Bases.  On this one specific Knowledge Base I am getting this message.  I can't figure out how to make the Preview Article with Blocks to work.  

The HR Criteria on the Knowledge Blocks is not working either.  I don't believe there are any ACL's set up on the Knowlege Base but maybe there are an I just can't find it?

Did you check if there were ACL's on there?
