creating a new workspace

We are building a scoped application for which we need a workspace created. I have done this before 3-4 years ago but can not for the life of me remember how to do it and from searching the community and other sources it seems it has to be done through one of the various studios that is seems we do not have access to from a licensing point of view. I know I need to create entries in the applicability and m2m applicability tables (or that is how I did it previously but I cant remember the end to end process. 

Any thoughts

You can use now AES - App engine studio.

I looked into this but we do not seem to have AES (only just joined, finding out) hence looking to find the old way to do it.

AES is pre installed now or use can use UI builder too.
