Custom Workspace - How to default collapse Attachment Contextual Side Panel?

Does anybody know how to make the Attachment (clip-board icon) Contextual Side Panel component be collapsed by default when opening a custom workspace record form?

This is the user preference that controls it. Set the value to false and mark "system" as true.

workspace.showAgentAssist

Set this to system and it will be collapsed by default. Note that it is used in all workspaces so it would be applicable everywhere.
