From where we can configure the UI actions on the case form on the CSM/FSM workspace. Also attached the image for your reference.

The core definition of these workspace buttons , search for sys_declarative_action_assignment.list inside application navigator and search the name of your ACTION.
2. To control the order of the buttons or group them into a dropdown menu : sys_ux_form_action_layout.list
