NON-ITIL Business User Seeing Backend View

Hello Community,

We upgraded to Tokyo and I'm noticing that whenever I do Impersonation on NON-ITIL users they can view backend Filter Navigator View as shown attached screenshot. Is this expected behavior or is it that redirect logic got reverted during upgrade? Checking to see if others experienced the same, thanks.
