Theme section is not available in profile preferences section in vendor instance.

I have created a new workspace in vendor instance but there I am unable to change the theme. It sets the theme to polaris as default theme and it is unable to edit. In my local PDI I have the option to change the theme for the instance in profile preferences section. But In vendor instance there is no option to change the theme in profile preferences section.
