Why Doesn't Service Operations Workspace Display ITSM Tiles?

My Service Operations Workspace home page view does not display ITSM tiles as expected. It does display ITOM tiles. This is on an instance that has been upgraded to Utah and has no known customizations in this area. The page looks like the screen print below.
I have confirmed the SOW ITSM plugin is installed, per the screen print below:
I have also tried the following to no avail:

Any suggestions?

Thank you @Michael Fry1 that is helpful. I was hoping there might be a way for me to switch my view / variant dynamically, like through some button on the workspace itself, but I am not seeing a way to do that. Seems like it should be a basic feature, especially as the SOW is supposed to be an integrated workspace experience. Is there an easy way to do that?

Like I mentioned previously, try setting the variant order to 300.

Yes, thank you @Michael Fry1, I did understand about the variant order. But that is a (relatively) static configuration that once it is there, will affect all users and will then show them the ITSM view instead of the ITOM view if they meet the criteria. My point is that there could be many users that have both roles and meet both criteria, and will want to switch dynamically between the ITSM and ITOM views depending on the mode they are working in. I find it odd that this integrated SOW experience doesn't allow that, and that it even has separate views / variants (although I do maybe see why that is there from a legacy workspaces perspective).
