The ServiceNow Subscription Management application helps you manage your ServiceNow subscriptions. Subscription Management was enhanced and updated in the Quebec release.
ServiceNow - Now Support
Now Support is your launchpad to access self-help, technical support, and manage your ServiceNow instances. Users can create and manage ServiceNow cases, manage upgrades, follow changes, view knowledge content, and more.
Here are some questions which were asked and answered within the Academy session -

So, if we upgraded from Paris to Quebec and this migration did not happen, what do we need to do? We have no groups starting with LIC_USR_SET. | There was an issue in an early version of Quebec, where if bad data came through, those groups were not created. It will not impact, as those groups can be built out. |
Does anyone have any suggestions or best practices on how to negotiate removing users from a subscription if you don't want to go over the max available? | Best practice would be to encourage group owners to establish a quarterly review of their groups, to confirm that group members should be consuming licenses. |
For "Approver user" and "CSM user" we have couple of purchases which are allocated. Even still the "Allocated" is showing as "0" what would be the issue or reason? |
Most likely, if configuration has been followed, the allocation should display correctly. If the count is not accurate, it may require a support case to be created to address. |
My understanding was that web service only users do not count towards subscription /take up license. Is that not correct? |
At current state, there is no charge for web service users.

Does the read-only role affect subscription? | Best practice recommendation is to create a group, and assign read only role to that group. This would not consume a subscription. |
