I opened a case with Hiwave and found out:

"I have discussed with our HIWAVE System Admin team and they have confirmed that any documentation pointing to User Management is meant for Commercial environments, but Regulated Markets are not tied with this process. You can ignore any emails/documentation asking you to assign a platform owner as that is not currently possible in Regulated Markets.

Assigning a Primary Customer Admin is what we have available in HIWAVE, which will give a user the customer_admin role and all the required privileges needed to manage their user accounts/instances in HIWAVE."
