To configure ACLs you must also have the security_admin role as well as elevate your role.

You need the role security_admin. If you have this you can click your profile and hit elevate role, then select security admin. Once you've done this you will be able to edit/create/delete ACLs

No, you cannot create / modify an ACL without elevating the 'security_admin' role. 'security_admin' role is must while working with ACLs. Only users with security_admin role can configure ACLs. Please find the below servicenow document and in the Procedure section refer the 3rd point.

No we can't, and this makes so much sense because all the developers in ServiceNow team will have admin role of instances whereas providing ACL edit to authorised admin facilitates manager or lead to have a view of what's changing at the ACL level and ensure nothing goes wrong.
