@Reginaldo1 Once an instance goes in hibernation and you can't wake it again then it's gone for good. There is nothing you could do.

How many days you have tried to wake up. I will suggest regularly Refresh and try to wake up from developer portal at least for 4-5 days . If it is reclaimed , Bad luck. Request for New PDI.
Just so you know, Due to high demand following a new platform family release, PDI pools for the Australia version are currently experiencing errors or waitlisting.
You can try releasing your current request and requesting an earlier version (e.g., Zurich ), as they may have more availability . But Community members reported that there is also having waitlist issue.

Where it is written-
"When a PDI is reclaimed, the instance is unassigned from you, reset to its original state, and reassigned to another Developer Site user. Reclaiming instances allows ServiceNow to supply active developer site user with free instances."
