How to enable delegate for end users in service portal

I want to enable Delegate option on support portal. How to configure this Delegate option in support portal. I don't see any OOB widget available. Can anyone please help me how to create it.

delegate option is for agents or approvers so that someone else can take care of their tasks in their absence.

why end users will require this?

There is nothing OOTB for this on portal.
