Instance used in consultation mode (read-only)

What is the minimum cost of a production instance with around 10 fulfiller licences for example, and  other users with read-only access (consultation mode only with non-billable roles in ServiceNow),

ServiceNow has some minimum rates for each instances. So you will end up paying more even if your requirement is limited.

You need to reach out to your ServiceNow sales team, because no one here can answer that for you. There isn't a single contract the same. ServiceNow does have a minimal amount to get a production instance (you need to check for that with your sales team) and the cost per license can differ a lot (for that you need to contact your sales team). 
Any one on the community giving you a number, is guessing.
