I researched if a license is required to allow someone to approve a request (from RITM) via email and everything I read tells me no. I even read they do not require a role and the only thing that is required, is that they are set as an approver in the workflow of the catalog item. Can someone please advise?

The last time I analyzed this, it was rather that for approvals done via email, the approver/stakeholder license was not needed. But this might change anytime, so to be sure, you have to talk to the ServiceNow account manager to get a concrete answer for you or your client.
I have checked out of curiosity, if the baseline instance allows technically an approval done via email without having the approver_user role, and it looks like it does allow. So the role seems not technically required, like it is done on the portals where you do not see "My Approvals" or something without the role.
