PDIs are not supported by ServiceNow
So if you already tried couple of times, then get another instance and try installing there.

Hi @lukest
Instead of using the instance's Application Manager :
- log in to the ServiceNow Developer site.
- Go to your profile menu,
- click Activate Plugin,
- search for Software Asset Management Professional,
- and select it for installation
