Is the velocloud graph connector specifically for telecom domain?

Hi all,

Is the below VeloCloud service graph connector exclusively for Telecom customers of ServiceNow or could any ServiceNow customer in general can use it? Also, the pricing appears to be paid, is the cost included in the default licensing or is it to be purchases extra?
