Catalog Tasks Duplicating on Open RITM records - HIGH IMPORTANCE!!

A few changes were done to some task descriptions on our catalog item for Employee Data Change, which is used for promotions and transfers.  Instead of just updating them on the old, Workflow, we created a Flow Design instead.

The workflow had Branch/Join actions so once the 1st task was completed, then the remaining 8 tasks were opened at the same time (branch/join).

The Flow Design was built with a "Wait for condition" action that once the 1st task was closed, the remaining 8 tasks would be created.

 

In our sub-productions, this worked just fine and did not affect any "open" tickets in those instances.

 

However, we moved this Flow Design and applied it to the Catalog Item (removing the workflow) on 7/27.  

This time, all the Open RITMS/Requests, automatically created duplicate tasks, even if some of the previous tasks were already marked Closed Complete.

 

While we have caught those few and just closed the duplicated tasks manually, my concerns are:

 

1.  There are still open RITMS that have Open Tasks - once those tasks are closed, will the Flow Design create duplicated tasks (did this on two other records that were closed)  There are 13 records left that are in this status.

2.  Why is this happening?  Shouldn't flow designs only affect NEW records, not OPEN records?  

 

Any suggestions/ideas as to why?
