Change Blackout Schedules

How do I setup a blackout schedule so that anyone trying to create a change where the planned start date or end date is within that window, is unable to either select those dates or save/submit the change?

Yes, I did that and I can see the blackout window in the change schedule but, I am still allowed to open a change for any CI within that blackout window. I would have either expected the start date picker to disallow the date selection or when the CR is saved, it would be rejected but it was not. I've set it so that an Operational CI should not be allowed.
