I want to display the loading image at the center of the screen to give a visual of page loading just like youtube buffering image which loads in the middle of the active screen.
Also, this needs to applied globally for all portal pages.

Hi Snehachoudhary,
This needs to be done in the menu widget.. You'll need to create a copy and update the current loader. Here's an exmaple where they are updating it. That should get you to the right spot to make it full screen.

Hi Matt,
I already referred to this link but it explains how to override those dots with own loading spinner in the defined header (container).
However, I want the spinner on the center of the active screen.

Maybe you should contact an animation agency to make a loading animation in the middle of the screen. It seems to me that without any skills in naming, it will be difficult to do it on your own. This may seem like an easy task at first glance, but it isn't. I, too, somehow tried to make some animation on my own for my online store website. In the end, I spent a lot of time on this, and of course, none of it worked out. I had to contact an animation agency for this task. Naturally, the work was done very quickly and efficiently. So I advise you to turn to professionals immediately.
