Save button is missing in Pre-chat survey form

The Save button is missing in the Pre-chat survey form while create a new one.

path:

conversational interfaces--->settings--->General--->Pre-chat surveys(or context variables )--->view all--->New

I can fine the save button in my PDI though. 

current release version is Zurich and i have admin access. We are not using Virtual Agent. i need this pre-chat survey before Live agent interaction.

Why it's not visible? how can i save the pre-chat survey?

Right-click on the header -> From Context option ->Select Save
