Unable to create card disputes cases in card operations-FSO

In FSO, am using card operation application, in that am not able to create card disputes cases. I have already given the role "sn_bom_credit_card.dispute_agent" and impersonate, but then also not able to create dispute cases.

Is it possible to create a dispute case from consumer service portal?

How do you creating the dispute case?
Is it from workspace? You cannot create from platfrom UI.
