User Criteria doesn't work

Hi there,
I want to restrict access to a portal page using user criteria, but this doesn't work.
I did below;
1. install plugin "Service Portal User Criteria Support"
2. check property : Enable use of User Criteria records instead of Roles fields for Service Portal entitlement
3. Configure "Can View" in the related list of the portal page and set specific user criteria, which has A group
4. user belonged to A group access the portal, but he can access this.
I have no idea what is the cause... I wonder if any other setting or ACL is interfering?
Please give me any idea.

Hello John,
User Criteria is cached when you use admin user. Make sure you double-check:
- Impersonate not admin user
- Clear cache ServiceNow by https://devxxxx.service-now.com/cached.do
- Clear cache browser or open another browser to impersonate the correct answer
