What does the approver require? (versus fulfiller)

Fulfiller license versus Approver license:

As a DOE customer, we are required to purchase a certain amount of each license.  Fullfiller is an easy one to understand.  Most of our users "do work" and are active in SN tasks.  Approver seems almost useless, or at best maybe something all users should have.

Our particular requirements are for five times more approvers than fullfillers.  This almost seems upside down to me.

So it is not at all clear who within our users should be granted this "approver_user" role.  Or, are there other roles that fall into this "approver" group?  We need to know exactly what is required for our approver licenses.

I dont think there is anything called approver license. You just need itil license which is fulfiller.

Approver could be anyone. Even if I dont have a role, I could be the approver and I will be able to approver a request. You don't need a license for that.

So an approver can simply be an active user that is not even in a group?  That seems too simple.

Great chart!  What role turns on the approver?  I see there is an "approver_user" role.  Our sales rep basically gave me all this information too.  Just no specifics.
