What does the approver require? (versus fulfiller)

Fulfiller license versus Approver license:
As a DOE customer, we are required to purchase a certain amount of each license. Fullfiller is an easy one to understand. Most of our users "do work" and are active in SN tasks. Approver seems almost useless, or at best maybe something all users should have.
Our particular requirements are for five times more approvers than fullfillers. This almost seems upside down to me.
So it is not at all clear who within our users should be granted this "approver_user" role. Or, are there other roles that fall into this "approver" group? We need to know exactly what is required for our approver licenses.

Well you're saying that allowing them to approve in the system is allowed (and I'm saying it's not) and you're saying you can contact ServiceNow so they can set that up for you?
I definitely wouldn't buy the licenses either, but...I've never heard of contacting ServiceNow and saying hey...I've got like 500 supervisors who may need to approve stuff, can you set up the ACL for us to allow that?
Sounds awesome though if that is a thing though. 🙂

I am not saying, edit ACL for 500 supervisors.
All I am saying is, if you have a subscription, where you dont need license, the ACL which controls the approval will be different than the subscription with approver_user license.
Subscription without licenses will not have approver_user role tied to the ACL.
While subscription with license will have approver_user role tied to it.

Ah, hmm, ok.
I'll have to ask my SN rep about that so that the next time we negotiate our contract or I switch companies and get to be in before they sign a contract, I'll be able to help mention that.

I am trying to understand this logic...
I agree, an approver in ServiceNow does not require the approver_user role to approve requests.
I have seen two separate ServiceNow instances where one has the catalog_approver role assigned to the approvers with no mention of approver license allocation in their subscriptions and the other instance showing a subscription of x amount of approvers and all these have the approver_user role assigned to them.
So I have two questions:
- Why is there a distinction between requesters, approvers and fulfillers?
- Under what circumstance would a user occupy an approver license?
