How to disable OOB change flows

I'm trying to disable/deactivate the OOB change flows (i.e. Change - Emergency - Implement, etc) but everything is greyed out. I've even tried this in my own developer instance and no luck. Any thoughts?

I ran into the same issue. The deactivate option was there but once I selected it, while the flow did indeed get deactivated, the activate button never became editable. I had to update the actual xml file to flip active back to true. Once I did that and exported my update set, I imported it back into my pdi and once promoted, the flow showed active again,

That's what I thought too. I did the same in Rome. Just upgraded to Tokyo and this is what it looks like now
All greyed out. When I look down at the bottom of the screen I see this:
I'm an admin and security admin in the instance so I figured I should be able to disable them. It doesn't make any sense to me, honestly.

I had the same problem. That's due to Tokyo version. Please have a look to this article:
