Serviceportal login - automatic forwarding to local login OR SSO depending on email address

Hi,
some of our customers are connected to our instance via multiple sso providers, some smaller customers are using the local login method.
Is there a way (and if yes, how?) to create a custom serviceportal login page where the following happens:
- There is only a field for "Email address"
- The user enters it and clicks on submit.
- ServiceNow checks, if a User with this email address exists.
- If no: Error message..nothing more to do
- If yes:
- Servicenow checks, if the field "SSO source" on the user record is empty
- If Yes --> User is requested to fill in the local password (password field will be available/visible after this check)
- If no (identity provider ID is available) --> user gets redirected to the identity provider login page (as in the OOTB config)
- Servicenow checks, if the field "SSO source" on the user record is empty
This would help a lot, because most users of our customers do not know on the default login screen, if they have to enter username and password directly or if the have to click on "use external login".
