what happens if no role added to ACL?

if explicit role plugin is enabled and you don't add any role to your ACL then snc_internal role will be added.

To know what happens when user visits table and the access details, check these links

ServiceNow ACL with Example | table.none Vs table.* | ACL in ServiceNow 

If ACL has no role then it will check script and condition and depend on if script and condition both evaluate to true to give the access
