Your link refers to a job posting for a Business Application Analyst that has worked with platforms LIKE ServiceNow. It's not even referring to you looking for a ServiceNow Admin. Only Oracle is mentioned extensively. Have you shared the wrong link?

Government job postings can definitely be a bit tricky. The descriptions are often written broadly to cover multiple classifications within the department, so they don’t always reflect the specific day-to-day role. The best way to understand what the position really entails is to look at the supplemental questions—those are tailored to the actual responsibilities and focus areas for the job.

You post here that you are looking for a ServiceNow administrator. And you post a link that says nothing about being a ServiceNow administrator (the only mention of ServiceNow is that a requirement is to have worked with a system LIKE ServiceNow. You do have a lot of Oracle mentions in there. 

This has nothing to do with it being a Government job posting, because even those ask for certifications/experience on platforms that are being used. Even the 'supplemental questions' don't mention ServiceNow.
