Add hover text for related list tab

Hello Team,

Can anyone please suggest if there is any way to add hover text/hint text for Related list tab?

For example, we need to show some help text when user keeps a cursor on "Resource Plan" tab.

This is working in Native UI but not working in Workspace. Can you help me how can we achieve this in Workspace as well

The above code is working when you set the 'Load Related lists in classic forms' set to 'With the form' in Preferences under profile. it is not working for 'on demand' but by default all the profiles will be set to On demand. Can you help me out regrading this so it need to work for every option
