Auto update budget reference rates ( itfm_fx_rate) from Exchange Rates (fx_rate) weekly

I have a requirement to  auto-populate and update the budget reference rates table to convert for example cost plan currency.

The finance team provides the budget reference rates for the current FY to the PMO team. The PMO team raises a request for bulk upload in ServiceNow.
