Not OOB.
I'd Build a flow to do it for me. Here's a couple things that got close to what you're talking about.
In this I build beautiful hyperlinks to projects but its just as easy to mail them the last status report for each project.
In this I automate the creation of the Status Reports themselves. You could VERY easily add a "look up records" step to find the people on the project you're interested in for that status report. Then send each of them a notification.
