Can you confirm the Strategic Planning Features available for standard licensing?

Is it true that only Efficient Planning and Roadmap Milestones are offered in Pro.  The rest are available in Standard? 

1. Goals framework: Create goals, set targets, align work, and evaluate progress to drive business outcomes.
2. Portfolio plans: Build personalized portfolio plans in the planning perspective of your choice.
3. Planning prioritization: Sort, rank, update, and prioritize planning items to focus on the right work at the right time.
4. Hybrid roadmaps: Manage traditional, agile, and hybrid work on a single roadmap.
5. Efficient planning (Pro only): Manage milestones and visualize roadmap item dependencies to mitigate potential conflicts.
6. Roadmap milestones (Pro only): Track milestones at the planning, organization, or work level (project, demand, epic).

if I understand your question correctly, you are trying to figure out which feature is included in the SPM Standard License vs Pro license. The main difference between these 2 license models with respect to Planning is : Portfolio Planning is best suited for traditional work delivery planning whereas Strategic Planning is best suited for strategic and product planning across Agile and/or hybrid work delivery models.

The following that you have asked are available in Standard and Pro both:

1. Goals framework: Create goals, set targets, align work, and evaluate progress to drive business outcomes.
2. Portfolio plans: Build personalized portfolio plans in the planning perspective of your choice.
3. Planning prioritization: Sort, rank, update, and prioritize planning items to focus on the right work at the right time.
4. Roadmap milestones for normal delivery work (project, demand) etc. You can view milestones on the roadmap even in Standard.

The following are available only in SPM Pro license model:

1. Hybrid roadmaps: Manage traditional, agile, and hybrid work on a single roadmap. Hybrid mgmnt allows customers to combine traditional PPM and Enterprise Agile projects  to create and manage hybrid project portfolio management and roadmap, so hybrid roadmap is only available in Pro.
2. Roadmap milestones for Epic and more (Pro only): Track milestones at the planning, organization, or work level (project, demand, epic), once you are starting Epic and other agile specific work items, you need SPM Pro.

I am little bit unsure what you mean by Efficient Planning, but if you really mean milestones and dependencies, then they are also available in Standard, as long as you are not planning on agile/hybrid work items. Dependency ([sn_align_core_dependency] table) Stores data of dependencies between roadmap items and also available in Portfolio Planning workspace.

P.S: Goal Framework has two versions, one for normal users with any subscription and one specifically for SPM, which is available only to SPM Pro customers. which has additional functionality and enables SPM Pro customers to manage goals within Strategic Planning Workspace. This gives visibility into the status of goals, creation, and updating of goals and targets in the Next Generation UI that provides enriched UI & experience. This also provides capability to automate targets progress.
