Cannot set hourly rate for a single user

I have looked around and I found nothing about setting hourly rate for a specific user like I can do for groups and roles. I would like to user this hourly rate in order to calculate costs when this user submits a Time Card. I have already seen that maybe I could define a Rate Line in my Rate Model, but I find more intuitive to define this base rate in the user directly. Why is this capability not available? Am I forgeting something?

As far as I know, hourly rates of resources can be defined in the following entities:
- Rate model
- Resource role
- Resource group
- Default rate in system
- Labor rate cards
Nonetheless, in the organization I am implementing SPM has certain resources that despite being in the same category as other workers follow a different hourly rate. I would like to know if I could assign an hourly rate to compute costs without having to create a new group, role or rate lines only for them.

@jordimsant I would recommend to try using the Individual Labor Rate (Rate Card): A specific rate tied to a User's Time Sheet Policy, often used for billable rates vs. cost rates (e.g., $100 cost, $150 bill)

I don't understand where Labor Rate Cards fall in the cost environment, could you enlighten me? I mean, one can define hourly rates in differents spots:
- Rate model
- Resource role
- Resource group
- Default rate in system
- Labor rate cards
My questions are:
- Which is the order of execution?
- All the entities mentioned before but labor rates generate expense lines once time card is approved. However, as far as I know, labor rate cards can be used to generate Time Cards. Does this mean that expense lines would be generated from labor rate before time card is approved? I don't understand the full flow of this entities.
