Demand and Project Value Score is automatically setting to 5 or 0

Hello!  After reading through a few forum posts incl. the following, still would like to better understand what happens to automatically set a demand/project's Value Score to 5 or 0. 

 

Are these from business rules that are OOTB?  Where might we start to look to find what is changing these scores for the end user?  Thank you!

 

Example:

  1. Cost plans are updated and for the corresponding demand/project, the "Score", "Execution Score" and "Value Score" may be set to 5 or 0.  Specifically, it looks like from audit history of the demand or project record, when these Financial fields are updated (Planned Operating, Ttl planned cost) > "Value Score" is set to 5 or 0.
  2. For demands, "Reset to Draft" button > changes Execution and Value scores to 5 and changes Score to 0
