error: "You do not have access to any breakdown element for the selected breakdown"

I am facing an error "You do not have access to any breakdown element for the selected breakdown" for Dashboard for only one user. Everyone is able to see the elements, however only for one particular user, the error is pinned at the top. Already cross-checked all roles of the users in same group, ACLs on the tables. Please suggest solution.

Is the breakdown source set to whitelist or blacklist for the security?

Its set to Blacklist (unchanged from the previous version of our instance which was Madrid)
Doing some more investigation it appears if a dashboard link is sent with the breakdown in question with out an element the error is presented. If the dashboard link is sent with the breakdwon selected with an element the error is not there.:

Hi
We were having a similar issue where this warning was displayed only for a single user so we opened a HI case and got a reply.
This appears to be a known error which will be fixed in Quebec.
HI support provided the following workaround which works fine for us and may also works for you:
"The workaround will be - Deleting the user preference record with name = com.snc.pa.ui.preferences_dashboards for the affected user"

In case somebody encounters this for all users - it might be a breakdown source returning 0 elements that caused the error to appear.
