Functionality to apply same set of project tasks as much time as required

Hello,
We have a Project Template with 4 sets of project tasks. Each project task has its own set of sub tasks.
In 1 particular project task, there are 2 sub tasks. The customer should be able to add those 2 same sub tasks as many times as they want under the main project task.
Basically a project task template that can be applied on project task as many times as required on ad-hoc basis.
We thought to use the "Apply template" functionality like we have on project record. But unable to implement it.
Please let me know how to take this forward.

The Copy partial project feature is something that can be used but again , it creates another project and then creates the many tasks under it . If we would like to have the same kind of tasks under a phase for repeated projects I guess a functionality to apply tasks below a level without creating another task in the middle would be appreciated . And that should work phase wise .

What do you mean "unable to implement it"?
From the Project Workspace you're apple to apply multiple templates, including the same template over and over.
In this example I created a new project, then used the workspace to add "Light Governance" template a couple times
