Guidance on Investment Funding and Linking Demands in ServiceNow SPM

Dear All,
I am seeking clarification on a few points related to Investment Funding in ServiceNow SPM:
- Who is responsible for adding the top-level investment funding budget?
- Is it possible to increase the budget for an existing investment? If so, who has the authority to approve or make this change (e.g., Portfolio Manager, Finance Analyst)?
- Who is responsible for allocating the budget—is it the Portfolio Manager or the Demand Manager?
- Can a demand be linked to an investment? If yes, what are the recommended steps to achieve this? Currently, I do not see the Investment field available in the Demand table.
Any best practices, configuration guidance, or documentation references would be greatly appreciated.
