How can I provide a user access to the Sprint Planning for Agile groups without adding them to the specific groups?

I have a requirement to allow a Project Manager access to the Sprint Planning tab within the Agile Board for multiple Agile groups. I do not want to add this user to each of those groups as they will not be doing any work for the group. I just want to provide the user with visibility to the Sprint Planning and Sprint Tracking functionalities for several groups. 

I have tried to search the community, but have not come across anything that indicates if this can be done or how I would go about providing visibility to the Sprint Planning for different Agile groups.

It sounds like the Business Stakeholder role would grant the access you are looking for. This doc should help. Business Stakeholder Role.

For my instance, the Business Stakeholder role did not give access to Sprint Planning or Sprint Tracking.

If you add the user directly to the VTB/Sprint Tacking board then they should get an email with the link to the VTB.

User can access the sprint tracking board without any additional roles since Sprint Tracking is a visual tracking board but no idea on how they can access the sprint planning board/backlog without being in the group.

We did find that if we add them directly to the Sprint Tracking VTB that they are able to see the active sprint data, but still not able to view the Backlog or Sprint Planning. 

Also, they already have the required roles because the users we want to have access are other Agile users.
